Is Nutri-Mark Mandatory in Dubai? Future Expansion of Food Labeling Laws in the UAE

Dubai's Compliance Checklist: Navigating Existing Food Code and Abu Dhabi's Mandatory Nutri-Mark Implementation

Is Nutri-Mark Mandatory in Dubai? Future Expansion of Food Labeling Laws in the UAE

Food labeling is becoming an increasingly important part of public health initiatives worldwide. In the United Arab Emirates (UAE), much attention has recently focused on Nutri-Mark—a front-of-pack nutrition labeling system that grades products from A (healthiest) to E. This system was introduced to help consumers make informed choices quickly and easily. But is Nutri-Mark mandatory in Dubai, and will it soon expand across the rest of the UAE?

Current Status: Nutri-Mark in Dubai

At present, Nutri-Mark is not mandatory in Dubai. The scheme was launched and overseen by Abu Dhabi authorities, specifically the Abu Dhabi Quality & Conformity Council (ADQCC) and the Department of Health. The rollout, initially scheduled earlier, has been postponed to Q4 2025 in Abu Dhabi to allow businesses more time to adjust.

This means that while Abu Dhabi businesses will soon need to comply, Dubai continues to operate under existing UAE federal labeling laws and Dubai Municipality’s Food Code. These include requirements such as Arabic labeling, clear production and expiry dates, and pre-approval of stickers or packaging—but Nutri-Mark is not part of Dubai’s regulations yet.

Why Nutri-Mark Matters

Nutri-Mark is designed to:

  • Simplify nutrition information: Color coding and A–E grades make it easy for shoppers to understand health values at a glance.
  • Encourage healthier choices: It helps consumers compare products and opt for better options.
  • Support government health strategies: By steering purchasing decisions, Nutri-Mark aligns with broader efforts to combat obesity, diabetes, and other diet-related diseases.

Given Dubai’s role as a major trade hub, the future inclusion of Nutri-Mark could have significant implications for food manufacturers and importers.

Future Expansion: Will Nutri-Mark Cover Other Emirates?

The big question for many businesses is whether Nutri-Mark will extend to other emirates, especially Dubai. Here’s what we know:

  • Officially Abu Dhabi-only: The program is legally binding in Abu Dhabi once the Q4 2025 deadline arrives.
  • Signals of UAE-wide intent: Announcements often describe Nutri-Mark as a tool that supports healthier lifestyles “in Abu Dhabi and the wider UAE,” suggesting possible federal expansion.
  • No mandate yet: Neither Dubai Municipality nor the Ministry of Industry and Advanced Technology (MOIAT) has announced Nutri-Mark requirements outside Abu Dhabi.

In other words, companies should prepare for expansion but not assume it is mandatory in Dubai yet.

Practical Guidance for Food Businesses

For brands selling across the UAE, a proactive approach is best:

  1. Stay compliant in Dubai: Continue following federal laws and Dubai Municipality’s labeling code.
  2. Prepare for Abu Dhabi: If your products fall under categories like dairy, oils, beverages, baked goods, or children’s food, get ready for Nutri-Mark by Q4 2025.
  3. Design flexible packaging: Leave room on labels for Nutri-Mark so you can adapt quickly if Dubai or other emirates follow Abu Dhabi’s lead.
  4. Monitor official updates: Keep track of announcements from ADQCC, Abu Dhabi Public Health Centre, Dubai Municipality, and MOIAT.

Conclusion

So, is Nutri-Mark mandatory in Dubai? The answer is no, not yet. The system is currently an Abu Dhabi initiative, with enforcement delayed to Q4 2025. However, given the UAE’s focus on public health and nutrition, businesses should expect future expansion of food labeling laws and the possibility of Nutri-Mark reaching other emirates, including Dubai.

For now, compliance in Dubai means sticking to existing federal and municipal labeling laws, while staying alert for updates that may soon reshape the landscape of UAE food regulation expansion.
